De Gramont's abilties as a Pulitzer winning journalist were never in doubt, but at the time of writing this was the first attempt to provide an overview of international espionage activities and services, and gave rise to a legion of greater or lesser attempts to provide an understanding of an off-grid war that hadn't ended in 1945, but had simply buried itself under increasing layers of secrecy, suspicion and paranoia.
