Mann was Secretary of the Massachusetts Board of Education from 1837-1848. Though his only power as secretary was "to collect and disseminate information," he nontheless worked hard to improve the lacklustre public school system. "As a mean of informing the public, . . . his twelve annual reports (1837-1848). . . were unsurpassed. Chock full of statistical data, the reports—which were widely read and circulated—presented the problems of the common schools as well as possible solutions" (ANB).
