Letter signed in print by Unitarian minister and prison reform advocate Charles Spear delineating fourteen specific goals, among these "VIII. To encourage reformed prisoners, after their discharge from confinement, to procure employment," "IX. To assist Young Men and Women, who fall into temptation for the first time in our cities, to return to their homes"; and "X. To procure suitable places for Vagrant Girls." Text also includes a number of brief case histories and testimonials, among these Congressman from Massachusetts Robert Rantoul, Jr. Spear was a founding member of the Society for the Abolition of Capital Punishment and for fifteen years served as editor of the journal "The Prisoner's Friend."
