The text touches briefly on fees and governing rules, and extensively outlines the aims of the organization - the promotion of the arts, sciences, and literature, the publication of a journal, the establishment of a laboratory and lyceum, and "an adequate system for the care of all unable to work, and whatever may be practicable to improve the sanitary conditions of the world and promote the development of mind and the physical, moral and spiritual interests and happiness of mankind...".
