The nativist-populist Georgia politician and pamphleteer here inveighs against Woodrow Wilson and the Conscription Act of 1917, which Watson calls unconstitutional, correlating it to the institution of slavery. One of the scarcer of Watson's pamphlets; not catalogued in OCLC; NUC gives two locations (UVA & Texas).
